An open source board-game to help students understand how laws are made by the European Union.


The Co-decide?! board
Co-decide?!  has been developed in Spring 2020 in Belfast by a Queen’s University Belfast team (Dr Viviane Gravey, Dr Elodie Fabre, Dr Jamie Pow, Mr Sean Heron, Ms Lisa Whitten, Ms Rebecca Kerr) with the help of Dr Mary Dobbs and Mr Aurélien Noyer.

It has been developed for use in both undergraduate and postgraduate modules teaching the European Union decision-making process.

Co-decide?! is adapted from the earlier Legislate?! Game, created by a team of UK civil servants to teach their peers how Westminster decision-making works led by Ms Hayley Rogers. Legislate?! is licensed under an Open Government Licence v3.0 allowing adaptation with attribution and is a great resource for colleagues teaching how UK legislation is made.

Co-decide is licensed under a Creative Commons Attribution-NonCommercial 4.0 International License  (CC BY-NC 4.0) allowing adaptation with attribution, but no commercial use.

On this page you can find the rules, the board, original cards and material to create your own cards, as well as tips on how to use it in the classroom. You can also find the first 'extension', a different board and cards to discussion enforcement and EU infringement procedures with your students.
The gameplay
Co-decide?! is a very intuitive game. It is set up with one game-master (optional) and 2 to 8 players. The challenge is how many policy ideas can be made into directives in 30 minutes?

Each player starts by choosing one policy idea they think the EU should be doing right now. Then, in turn (youngest starting), they
  • Roll a die, following the arrows to understand in what direction to move.
    • If you land on a  white text slot, the game-master reads out the explanation, remain where you are.
    • If you land on a question mark, you draw a card  from the correct deck and follow the instructions
    • If you arrive at a grey tile you need to vote: roll a die and follow the instructions
  • Once your policy has been adopted, pick another idea, and repeat!
